The clearance proceedings require their own documentary account. The Department of Energy’s 2022 statement describes the 1954 process as flawed and records that the decision was vacated; that finding is not a consequence of the numerical pattern. This reading is a symbolic interpretation of an attested name and date, not an explanation of nuclear history, a prediction of rehabilitation or a substitute for factual and legal judgment.
